Phase-out of Ozone-depleting substances

Strengthening institutions to phase out ozone-depleting substances under the Montreal Protocol Phase VI

In partnership with the Ministry of Environment, Forests and Climate Change, Government of India, the United Nations Environment Programme (UNEP) and Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ), Government of Germany, this project aims to facilitate India’s compliance with the Montreal Protocol control targets for consumption of Annex-C, Group-I substances (HCFCs), with minimal impacts on the national economy, environment and health. To achieve this, the aim is to implement a combination of interventions such as technology transfer investments, policy and regulatory actions, technical assistance and capacity building, awareness generation and monitoring in select HCFC-consuming sectors.

Achievements

Over the past two decades, India has successfully implemented ODS phase-out projects that has enabled industry to smoothly and systematically transition to ozone-friendly alternatives. Results include:

  • Successfully supported the Government of India in the regulatory ban on import and use of the chemical HCFC-141 since January 1, 2020.

  • Identification of appropriate non-ODS technologies in foam manufacturing sector for the phase-out of HCFC and 15 system houses that develop pre-blended polyols with environment friendly blowing agents for rigid polyurethane foams.
  • Technical scrutiny, financial support, disbursement protocols, roles and responsibilities have been devised for smooth and rapid implementation of the project.
     
  • Number of awareness programmes conducted and planned across the country to facilitate and drive sustained transition to non ODP and low GWP chemicals use.
