Discrimination against people living with affected by or at risk of HIV can often be rooted in unequal laws or legal protections within national laws. In 2008 the AIDS in Asia Commission submitted its in-depth report on the HIV epidemic in Asia. The Commission identified the need for an enabling environment based on the legal system. This report highlights the enabling environment in India.
