What is the Project About

In partnership with the Ozone Cell (Ministry of Environment and Forests & Climate Change, Government of India), the project aims to provide necessary resources to enable Article-5 Countries (developing countries) to strengthen a mechanism to facilitate expeditious implementation of projects for speedy and effective phase-out of the controlled substances under the Montreal Protocol. The project also aims to ensure the effective liaison between the country on the one hand, and the Executive Committee (Ex-Com), the Multilateral Fund (MLF) Secretariat, and the Implementing Agencies on the other.

The Ozone Cell has successfully managed and monitored ODS phase-out activities in India to ensure its compliance with the Montreal Protocol obligations as well as sustainability of ODS phase-out. The key outcomes are:

  • ODS phase-out in India is successfully being implemented to meet all the phase-out as well as compliance targets as per the Montreal Protocol schedule, achieved through the development and implementation of a structured implementation framework, sound reporting systems, and synergy between the concerned stakeholders including UN Implementing Agencies and bilateral agencies. India has successfully achieved the phase-out of CFC, CTC, Halons, Methyl Bromide and Methyl Chloroform as per the Montreal Protocol schedule.  Currently the HCFC phase-out Management Plan (HPMP) is being implemented as per the accelerated phase-out schedule of the Montreal Protocol. The Ozone Cell has formulated and implemented Ozone Depleting Substances (Regulation and Control) Rules 2000 including its Amendment Rules to align the policies and schedule of phase-out of ODS in the country with the Montreal Protocol schedule
  • Competencies of all concerned stakeholders was enhanced, including custom officials and officials from the line ministries on ODSs and Montreal Protocol activities
  • Awareness amongst all concerned stakeholders on Montreal Protocol implementation is increased through periodic general and targeted programmes
