This Consolidated Reply captures the suggestions from the Decentralization Community on addressing challenges related to decentralization, empowerment and information identified as the themes to be included in the Approach Paper to the 12th Five Year Plan. The document was used by the Planning Commission as part of the inputs from civil society and by the Wada Naa Todo Abhiyan in its formulation of civil society inputs to the Approach Paper to the 12th Plan.
